Modular and concrete footways

The ABS street works development program has been produced to enhance the learning of street works technicians and managers. The program is aimed at all operational personnel, including technicians and managers carrying out pre-site, site set up, backfilling and final reinstatement activities, all of which must be carried out to codes of practice from the New Roads and Street Works Act 1991.

The subject

In the UK as with the rest of the developed world, freight haulage has experienced a major shift from rail based transport to roads. Demand upon road networks in the last 25 years has increased significantly. 


Inevitably, due to this increased burden, pavement structures are deteriorating as a result of structural failure. The requirement to follow the prescribed method for reinstating has never been more important. 


The session will consist of: 

  • a power point presentation 

  • a questionnaire to be completed at the start of the session to demonstrate safety awareness knowledge when working in the highway 

  • an assessment paper of 20 questions at the end of the session, with a pass mark of 80%, with an option to sit another assessment if the 80% mark isn’t reached (time dependant) 

  • guidance document handouts. 


Passing the assessment paper will demonstrate learning and sufficient knowledge of the subject matter. Codes of practice documents will be issued for use during the assessment and to take away, additional guidance documents can be produced to our clients’ specific requirements.

Our aim

To provide knowledge and understanding to reinstatement technicians and managers of the requirements needed to produce a robust reinstatement, that will meet the requirements of the “Specification for the Reinstatement of Openings in Highways” and “Specification for the Reinstatement of Openings in Roads”. 


This will include but not be limited to: 

  • Legislation 

  • Material and its condition 

  • On-site safety 

  • Excavation preparation 

  • Choice of compaction equipment 

  • Installation and compaction of material

The objective

Is that reinstatement technicians and managers understand the requirements and expectations placed upon them to achieve the required standard of workmanship. 


Is to give an understanding of why materials are manufactured to a specific standard and must be in the required condition for them to achieve their optimum performance, that performance is also dependent on preparing the excavation to receive the material, installing the material in the correct lift thickness, using the correct compaction equipment and completing the correct amount of compaction passes. 


To give best practice advise to technicians, to aid their ability to produce the required outcome when working in challenging conditions that may otherwise lead to failure.
