Safety at Street Works

The ABS street works development program has been produced to enhance the learning of street works technicians and managers. The program is aimed at all operational personnel, including technicians and managers carrying out pre-site, site set up, backfilling and final reinstatement activities, all of which must be carried out to codes of practice from the New Roads and Street Works Act 1991.

The subject

Working in the highway, within close proximity to fast moving traffic is a dangerous place, to safeguard ourselves and others around us we must take our responsibilities, in terms of effective risk assessment, pedestrian safety and choice of traffic management very serious. 


The session will consist of: 

  • a power point presentation 

  • a questionnaire to be completed at the start of the session to demonstrate prior subject matter knowledge 

  • an assessment paper of 20 questions at the end of the session, with a pass mark of 80%, with an option to sit another assessment if the 80% mark isn’t reached (time dependant) 

  • guidance document handouts. 


Passing the assessment paper will demonstrate learning and sufficient knowledge of the subject matter. Codes of practice documents will be issued for use during the assessment and to take away, additional guidance documents can be produced to our clients’ specific requirements.

Our aim

To provide knowledge and understanding to operational technicians and managers of the requirements for on-site safety, that meets the legislation set out in the code of practice “Safety at Street Works and Road Works”, to instil a culture of safety first, empowering individuals to stop work when it is unsafe to carry on. 


This will include but not be limited to: 

  • Legislation 

  • Challenging established unsafe behaviours 

  • Requirements of the safety code 

  • Standards of signing, lighting and guarding 

  • Risk assessment considerations 

  • Looking after pedestrians, cyclists and equestrians 

  • Traffic management options and setting out procedure

The objective

Is for operational technicians and managers, to carry out effective planning and risk assessing, to set out the required signing, lighting and guarding for the hazards identified, to stop work when the site conditions change and re-visit their risk assessment, only continuing when it is safe to do so for themselves and the general public. 


To take responsibility for their actions as they may have a negative impact on others around them, and to understand that they may be held accountable for their own actions.
